Dawn League (1197 to 1201). Seventy years after the Collapse, the Hivers in an attempt to ensure they would not be facing down a violent and hostile human race, engaged in a process of selecting worlds in the former Imperium and offering assistance. The Hiver selected twenty worlds in the former Old Expanses relatively free of the technophobia and xenophobia common to post-collapse worlds. These worlds received training in the form of founding technical academies, technical aid to repair and rebuild their technological infrastructure. The political government of this pocket empire called itself the League of the New Dawn, later shortened to the The Dawn League.

In 1201, the Dawn League, undergoing continued political change, renamed it self the Reformation Coalition.
