Easter Concord/meta

P. 7 of AM6 implies that the Easter Concord arose at the time of the dissolution of the Terran Mercantile Community; p. 20 says that it was "a bastion of civilization" throughout the Long Night. To reconcile the two statements, I suggest that the Concord was a defense league from an early date but didn't become a political entity until near the collapse of the TMC.
