The First Survey sourcebook for the Milieu:0 Campaign was published by Imperium Games in 1996. It covers year 0 UWP information for nine sectors. As a reference work, it is generally seen as flawed and outside of recognized canon. The two main problems are the UWPs tech levels and Government and Law level codes. The sector has many TLs that surpass the maximum TL: 12 ceiling for this era, as established in previous canon. A few exceptions to this rule are tolerable, but too many systems are presented that violates the ceiling.

A faulty algorithim used to generate the UWPs gave all the UWPs in the book the same digits for Government and Law Level, i.e. Xxxxx33-x, Xxxxx99-x, and so on.
