The IISS under Dulinor's rule has been renamed the Interstellar Development Service (or IDS). With a stratregic mission combining both trade and exploration, the IDS is responsible for assessing the meeting the trade needs of worlds both within and beyond the empire—the goal being, of course, to build a strong allegiance with such worlds by actively meeting the needs of their inhabitants. Along the way, the IDS is to do all it can to spread the good word of the ascension of Emperor Dulinor to the Imperial throne.
