Various UWP listings give Rio a population level of 6 and a population multiplier of 2. Behind the Claw claimed that the population was 1.1 billion, and unlike most of the discrepant figures in BtC, this one was never errata'ed. Hence my attempt to come up with a population of 1.1 billion that is a representative democracy with 2-3 million voters.

Darrians states that the only human populations in the Spinward Marches in -1511 are on Darrian, Aligne, Vanejen, and 'a few Zhodani worlds'. BtC introduced half a dozen populations descended from Rule of Man colonies. Since the Rule of Man ended before -1511, this is quite a problem to reconcile.
